Eleina Ouaffai merges her expertise in process design, workforce development, DEI (diversity, equity, and inclusion) and change management to create innovative and functional technical assistance and outreach strategies. She brings a passion for closing opportunity divides through creative funding strategy development, including alternate sources of funding for economically distressed communities. She has 20+ years of foundational expertise as a former banking executive and consultant to non-profit and corporate entities in the areas of federal compliance and administration, strategic planning, and capacity building.   

As a bank liaison program manager to the nineteen hardest hit state governments during the 2008 mortgage crisis, Eleina developed a hands-on approach to working with state housing finance authorities, other large banks and government regulators to create positive outcomes. She was able to do this by directly engaging with key stakeholders to ensure alignment with federal regulations to collaboratively design housing programs that maximized the benefits of federal Hardest Hit Fund dollars, resulting in foreclosure prevention for tens of thousands of struggling homeowners.  

Eleina’s skills and abilities in nurturing client team relationships and fostering productive, collaborative working environments was most recently showcased in client engagement with AireBeam, an Internet Service Provider in rural Arizona, where she successfully ushered project delivery from inception to completion, ahead of deadline and within budget.
